SEBRING REGIONAL AIRPORT
Sealed bids, subject to the conditions herein, will be received until 2:00 P.M., local time, on Wednesday, April 08, 2026 by the Sebring Airport Authority at 128 Authority Lane, Sebring, Florida 33870, at which time, bids will be publicly opened and read, for furnishing Security Services and performing all work connected with the following:

SECURITY GUARD SERVICES
The Sebring Airport Authority (hereafter referred to as SAA), Highlands County, Sebring, Florida, requests written sealed proposals for Security Guard Services at the Sebring Regional Airport.
Bidding, Instruction to Bidders, Detailed Specifications and Contract Documents
Bidding, Instructions to Bidders, Detailed Specifications and Contract Documents will be available electronically Tuesday, February 3, 2026 and official copies will be on file and may be inspected at:

For bidding purposes, Bidding, Instructions to Bidders, Detailed Specifications and Contract Documents for the project may be obtained electronically via online at www.demandstar.com and searching under Sebring Airport Authority. All questions regarding this Request for Proposal should be directed to Jami Olive.

Mandatory Pre-Bid Conference
A Pre-Bid Conference will be held at 10:00 A.M., local time on Tuesday, March 03, 2026 in the Sebring Airport Board Room for the purpose of answering questions, discussing the services, and reviewing the property. Attendance at this conference by an appropriate contractor representative is mandatory. Neither the Owner nor the Engineer shall be responsible for disseminating information discussed at this meeting except as issued by Addendum.
A site visit of the property will be scheduled immediately following the Pre-Bidding Conference. It will be the responsibility of the contractor to provide transportation for this site visit. No other scheduled tours or visits will be scheduled.
Taxes
SAA, is a governmental entity, is exempt from Florida Sales Tax. Tax exemption certificates will be furnished upon request.
Obligation of Bidder
The failure or omission of any bidder to examine any form, instrument, site or document shall in no way relieve any bidder from any obligation in respect to his/her bid.
Contractor Qualification
Bidders must have demonstrated successful completion of contracts of similar size and scope during the past three (3) years and must come recommended by current and former customers. Submit references on form provided with Bid.
Additional information and instructions for submittal of a proposal are provided within the Instructions-to-Bidders.
Modification to the project documents may only be made by written addendum by the Owner or
Owners authorized Representative.
The proposal must be made on the forms provided within the contract documents. Bidders must supply all required information prior to the time of bid opening.
Airport Liability
SAA will be liable for property damage and/or bodily injury pursuant to the agreement and which occur as a direct result of negligence of the SAA, its agents or employees. SAA, as a governmental entity is, therefore, limited to sovereign immunity limits of $100,000 per person, $200,000 per occurrence, in accordance with Florida Statue 768.28.
Early Termination
SAA may immediately terminate Security for Cause if Security fails to carry out any obligation under this contract. In the event of early termination, compensation provided according to the contract entered into between the Parties as outlined shall be paid only through the effective date of termination.

Drug Free Workplace
In accordance with Section 287.087, Florida Statues, sign and submit with bid the attached Drug Free Workplace Certification form.
Award/Acceptance
The SAA reserves the right to accept or reject any of all proposals or any parts thereof, and the award, if an award is made, will be made to the most responsive and responsible bidder whose bid and qualifications indicate that the award will be in the best interest of the SAA. The SAA reserves the right to waive irregularities in the proposal.
Award of the contract shall be made to the lowest responsible and responsive bidder, whose bid conforms to the written requirements of the bid.
Bids may be held by the Sebring Airport Authority for a period not to exceed 120 days from the date of the bid opening for the purpose of evaluating bids prior to award of contract. By submitting a bid, each Bidder agrees that the bid shall remain valid for at least 120 days from the date of the bid opening.
Rights to waive any informality or irregularity in any bid or bid guaranty, to reject any or all bids, to re-bid the project, to award or refrain from awarding a contract for the work, and to negotiate with the apparent low and responsive bidder to such extent as may be beneficial to the Sebring Airport Authority, are reserved.
The SAA does not discriminate upon basis of any individuals disability status. This non-discrimination policy involves every aspect of the SAAs functions, including ones access to participation, employment or treatment in its programs or activities. Request for CART or interpreter services should be made atleast 24 hours in advance to permit coordination of the service.
