NOTICE TO BIDDERS REQUEST FOR PROPOSAL GENERAL EMPLOYEE WAGE STUDY FOR THE CITY OF LAKELAND February 5, 2026 2026-RFP-009 Submittals will be received electronically by the Purchasing Manager via OpenGov, the Citys e-Procurement Portal (Portal) https://procurement.opengov.com/portal/lakelandgov, until 2:00 pm Thursday, February 26, 2026. Submittals received after this specified time and date will not be considered. The sealed bids will be publicly opened and read aloud on the same date and time in the office of the Purchasing Manager for the following: RFP Documents may be accessed by visiting our Website at https://procurement.opengov.com/portal/lakelandgov or by contacting the City of Lakeland Purchasing Division @ (863) 834-6780. Documents are Required for Submittal. Bidders are required to submit their response through the Portal. Bidders shall sign up on the Portal https://procurement.opengov.com/portal/lakelandgov if an account does not exist. THE CITY OF LAKELAND IS SOLICITING SEALED PROPOSALS FROM QUALIFIED FIRMS TO CONDUCT A GENERAL EMPLOYEE WAGE STUDY. THE GOAL OF THIS STUDY IS TO EVALUATE THE COMPETITIVENESS OF THE CITYS COMPENSATION LEVELS BY COMPARING THE MINIMUM, MIDPOINT, AND MAXIMUM SALARIES FOR NON-BARGAINING CLASSIFICATIONS WITH THOSE WITH SIMILAR ROLES IN PEER ORGANIZATIONS. THIS STUDY IS AN IMPORTANT STEP IN MAINTAINING THE CITYS COMPENSATION PHILOSOPHY OF TARGETING THE 50TH PERCENTILE OF THE LABOR MARKET AND SUPPORTING RECRUITMENT AND RETENTION OF A QUALIFIED WORKFORCE.
