MEETING NOTICE The Brevard County Transportation Impact Fee Advisory Committee for the North Mainland District will meet on Tuesday, February 03, 2026, at 9:00 a.m. The purpose of the meeting is to for the City of Cape Canaveral to request an additional $964K from our impact fees to support our previously approved request for a disbursement $1.2 million to be applied to construction on Thurm Boulevard. The Impact fees were collected from the construction of Town Place, Hyatt, and Holiday Inn. The project is currently only 60% designed, but we aim to complete it in the new year. The Thurm Blvd Streetscape project includes an upgraded stormwater system, 5- foot sidewalks, 8- foot pedways, replacement of concrete curbing, milling and resurfacing, striping, solar LED Pedway lighting, sewer pipes, and vegetated islands and rights- of- ways. Designs are being reviewed, and the city plans to put this project out to bid by January or February 2026, with construction soon after. Thurm Blvd. has experienced significant flooding on numerous occasions over the years. The city's Public Works Department and Wastewater Reclamation Facility are located off Thurm Blvd., making it a priority to reduce flooding in this area. Public Works personnel are the first city employees on scene after natural disasters or heavy rain events. If they cannot access their equipment and work vehicles due to flooding, they are unable to assist other parts of the city. The flooding also poses challenges for nearby residents, especially if evacuation is needed during bad weather. To address this, the city has hired an engineering firm to design stormwater infrastructure for the Thurm Boulevard Streetscape project to help prevent flooding. Although there is a small swale system on each side of the road, soil samples indicate that most of the fill material consists of spoil from Canaveral Port dredging during the 1950 s. This causes poor percolation, leading to major flooding issues. The project will include stormwater drains, piping, and an expansion of an existing pond. Installing this infrastructure will enable stormwater to be treated before releasing into the Banana River Lagoon. Muck will be removed from certain areas along the road and replaced with more permeable sand. The St. Johns River Water Management District (SJRWMD) has approved the design, and the city is awaiting the final plans. This project is funded with $1, 200, 1,200,000 in impact fees and potential grants through the DEP. Engineering costs are estimated at $118,928, while construction costs are estimated at $3,840,539. 95. Additionally, future growth in and around this area highlights the need for road and mobility improvements, including new sidewalks, pedways, curbing, enhanced stormwater infrastructure, and a stronger, more durable paved road. The meeting will be held in the Public Works Conference Room, 2nd Floor, Public Works, at the Brevard County Government Center, Building A, 2725 Judge Fran Jamieson Way, Viera, Florida. If a person decides to appeal any decision made by this committee with respect to any matter considered at this meeting or hearing, such a person will need a record of this proceeding and that, for such purposes, such person may need to ensure that a verbatim record of this proceeding is made, at his/her expense, which record includes testimony and evidence upon which any appeal is to be based.
