PUBLIC HEARING (S) ON PROPOSED ENACTMENT ORDINANCE(S) The City Commission of the City of Daytona Beach will meet and hold public hearings on Wednesday, February 18, 2026, at 6:00 p.m., in the Commission Chambers, Room 290, City Hall, 301 South Ridgewood Avenue, Daytona Beach, Florida. The proposed Ordinance(s) listed by title below will be considered for final adoption. The public may inspect the proposed Ordinance(s) at the City Clerk's Office, Room 210, City Hall, 301 South Ridgewood Avenue, Daytona Beach, Florida. All interested parties may appear at the meeting and be heard with respect to the proposed Ordinance(s). Any person who decides to appeal any decision made by the City Commission will need a record of the proceedings, and for such purpose, he/she may need to ensure, at his/her own expense, the taking and preparation of a verbatim record of all testimony and evidence of the proceeding upon which the appeal is to be based. In accordance with the Americans with Disabilities Act (ADA), persons needing a special accommodation to participate in the Commission proceedings should contact the City Clerk's Office not later than three (3) days prior to the proceedings at 386-671-8023. The title(s) of the proposed Ordinance(s) are as follows: AN ORDINANCE AMENDING CITY CODE SECTION 103-2(a), PROVIDING FOR ADDITIONAL EXEMPTIONS FROM AND MODIFICATIONS TO THE STANDARDS OF SECTION 103-2; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. A RESOLUTION AUTHORIZING A SPECIAL USE PERMIT TO ALLOW FOR A PLACE OF WORSHIP USE ON 9.84 ACRES OF LAND LOCATED AT 1014 N. HALIFAX AVENUE, IN THE SFR-5 (SINGLE-FAMILY RESIDENTIAL-5) ZONING DISTRICT, IN ACCORDANCE WITH 3.4.G AND 5.2.B.13.e OF THE LAND DEVELOPMENT CODE; AND PROVIDING AN EFFECTIVE DATE. AN ORDINANCE AMENDING THE ZONING MAP OF THE LAND DEVELOPMENT CODE TO REZONE 226.10 ACRES OF PROPERTY, GENERALLY LOCATED WEST OF TOMOKA FARMS ROAD AND NORTH OF WEST INTERNATIONAL SPEEDWAY BOULEVARD, FROM PD-G (PLANNED DEVELOPMENT-GENERAL) TO PD-G (PLANNED DEVELOPMENT-GENERAL); APPROVING THE SECOND AMENDMENT TO MIDWEST TRANSIT, INC. PLANNED MASTER DEVELOPMENT AGREEMENT TO ADD DEVELOPMENT CRITERIA FOR TOWNHOMES, UPDATE INFRASTRUCTURE LANGUAGE FOR RESIDENTIAL SUBDIVISIONS, AND ALLOW RESIDENTIAL LAND USES ON LOT "D"; AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE THE SECOND AMENDMENT; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE.
